Is my betta fish dying?!?!?! HELP?

He has been swimming around really fast then resting abruptly. Today I saw him floating vertically with his head to the top of the tank. Now he is at the bottom of the tank, resting on the rocks as usual, but I am noticing his scales looking kind of weird with a white outline as if his scales are flaking off.
